From 28 March 2007, Royal Decree 240/07 requires
that all EU citizens planning to reside in Spain for
more than three months register in person at the
Foreigner’s Office (Oficina de Extranjeros) in their
province of residence or at designated Police
stations.
This can be quite an obstacle for the uninitiated
and is best done using a professional service to
ensure you apply correctly. You will no longer be
issued with a residence card and, instead, will be
issued a certificate stating their name, address,
nationality, identity number and date of registration.
EU citizens who already have valid residency cards
need take no action until the card expires. On expiry
they too must register at the Oficina de Extranjeros or
designated police stations.
EU citizens must apply in person within 3 months
of entry by presenting a valid passport, completing
the application form and paying the set fee.
There is also provision for non-EU family members,
who have entered on valid passports and visas
(where required), to reside with EU citizens,
providing they too register in person at the Oficina de
Extranjeros or designated Police stations within 3
months of entry. They will be issued with Tarjetas de
Residencia de Familiar de Cuidadano de la Union
(Residency cards for family members of EU
citizens). Additional documents are required.
IMPORTANT NOTE:
To register on the Padron you now need the new
certificate.
The "padrón" or "certificado de empadronamiento"
refers to the process of registering with the town hall
as a resident.
It is important for all residents in a municipality to
register in order for the local government to receive the
proper amount of funds necessary to run the city and
maintain services. Whether you are purchasing
property or renting a home, it is in both your own and
your community's interest to go down to the town hall
and register.
This way, you will ensure that local services such as
the sewage system continues to run smoothly.
Rubbish will disappear on schedule and your local
health clinic and health clinics can cope with the
population.
Along the Costa Blanca, basic services can suffer
because ex-pat foreign residents do not register for
the "padrón" and therefore do not count when it comes
time for the central government to allocate budgets to
their local municipalities.
Being on this register also allows you to vote in local
elections in your town of residence.

proof that you are living in Spain.
